Aviation Redevelopment is looking for an experienced Safety Manager to manage safety operations of construction activities in accordance with contract requirements and best management safety practices.
Under the direction of the Program Director, EWR Redevelopment, the Safety Manager will:
- Conduct routine site assessments to identify hazardous work practices and conditions;
- Liaise with construction managers and contractors in developing corrective action strategies to eliminate hazardous conditions and prevent workplace incidents;
- Participate in safety meetings, job briefings, plan reviews, progress meetings, “toolbox talks”;
- Review contractor submitted health and safety plans, job hazard analyses, means and methods, and pre-task plans to ensure compliance with Port Authority Safety Standards and regulatory conformity;
- Participate in and document accident and incident investigations;
- Ensure adherence to Port Authority Safety and Security Program Standards, Policies and Procedures and any other related regulatory safety standards;
- Evaluate proposed operating procedures modifications and refer proposed changes to management as needed for review and approval. This includes review of temporary change notices, engineering change notices and field modification instructions issued by the Operator;
- Prepare weekly, monthly, quarterly, summary reports, KPIs and safety metrics, for trend analysis;
- Maintain and update PA Audit Plan and perform internal audits including audits and inspections of safety, facilities and maintenance records;
- Coordinate and liaise with PA Risk and ATSOB to ensure correct policies and protocols are being communicated with contractors;
- Coordinate with PAPD and facilitate interdepartmental emergency drills utilizing tabletop and field simulation of emergencies;
- Participate as a subject matter expert in depositions, hearings, or other legal matters as required by PA Law Department;
- Ensure coordination with Facility Operations, ARFF, PAPD, Fire Marshalls and PA Emergency Operations Center (EOC) in preparation and responding to emergency;
- Coordinate EWR Redevelopment Emergency Response Plan with PA and Regional plans as required;
- Participate in EWR Airport and AirTrain full scale exercises as needed

Manager, CBRN/WMD Detection and Mitigation – New York, NY
- Administration of all agencies’ WMD-HazMat Response Team including preparation of unit’s budget for equipment and training; maintenance of team’s monitoring and personal protective equipment (PPE) as well as the associated databases.
- Respond to suspected WMD-HazMat incidents (HAZWOPER training will be required). Conduct WMD-HazMat Response Team’s training (e.g., to HAZWOPER technician level) pertaining to chemical, biological, and radiological (CBR) WMD.
- Daily management of WMD environmental monitoring programs, which includes being on call to adjudicate system alarms and advise security personnel on response. This incumbent is accountable for overseeing and evaluating contractor performance which includes the following:
- Observing the work performed by the contractor;
- Reviewing invoices and approving them if the work has contractual standards;
- Addressing performance issues with the contractor when possible; and
- Escalating issues to other parties as needed.
- Ensuring compliance with the Chemical Facility Anti-Terrorism Standard (CFATS), which is a federally mandated program under DHS. Monitors MTA’s chemical inventory for susceptibility to theft and sabotage.
- Assist in the development of suitable on-site test bed(s) for the evaluation of evolving detection technology with DHS and other external agencies.
- Prepare and participate in interagency exercises as well as those with external agencies. May lead MTA-related exercises in the absence of the Director.
- Other duties as assigned.
- Must be a licensed driver.
- Must have knowledge of chemical, biological, and radiological agent properties, including effect on human exposure.

- Bachelor’s degree in Environmental Science, Industrial Hygiene, Engineering, Chemical, Biological or Physical Sciences, Statistics, Mathematics, Safety management or a related field or an equivalent combination of education from an accredited college and experience may be considered in lieu of a degree; and
- Minimum five (5) years related experience.
- Master’s degree in a related field.
- Experience with fixed chemical detection systems.
- At least 3 years in a managerial and/or leadership role.
- CDL license or willingness to attain.
- Prior experience working in an emergency response department or organization.
- Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.
- Attainment of or in the process of attaining HAZWOPER certification.
- Familiarity with the MTA’s policies and procedures.
- Will need to be available for on-call responsibilities.
- Will work outside of normal work hours (i.e., evenings and weekends).
- Travel is required to other MTA locations or other external sites.

Director (Corp Compliance/Envir. Health & Safety) – New York

Description
Responsible for the oversight of hazardous waste and chemicals, and management of all chemicals in the institution (Hospital and School), and the Chemical Shipment Program. Ensures compliance with institutional, local and federal regulations, with continual preparation for audit by external regulatory agencies. Oversight covers Manhattan and Queens campuses, Real Estate and Network locations.
- Management of hazardous waste operations, including compliance oversight and staff training/documentation for 350 + research laboratories, 30+ clinical locations and Facilities/ Engineering areas with attention to USEPA, NYSDEC and NYCDEP environmental regulations. This includes the disposition of discarded chemicals, computers, electronics, light bulbs, etc., with submission of appropriate reports to regulatory agencies.
- Oversee the management of environmental policies and procedures which include but are not limited to: Responsible for hazardous and non-hazardous waste management, including the Department of Transportation (DOT), Resource Conservation and Recovery Act (RCRA), Air permitting, Pollution prevention, Spill prevention/response, Storm water management and Wastewater
- Management of chemical operations, including entry/exit of chemicals from the institution, appropriate storage measures, staff training and documentation.
- Responsible for management of the Chemical Shipment Program, ensuring compliance with FAA regulations in the movement of chemical/biological goods (typically originating from Research and Clinical laboratories) via air, ground and marine transportation.
- Continual preparation for external audits as regards proper handling of hazardous waste, chemical operations/transport and all required regulatory documentation.
- Lead the process of establishing and achieving EH&S goals, assist in determining EHS priorities for locations, and provide direction on managing programs/policies and providing technical expertise for management of all environmental, health and safety issues with special emphasis on environmental.
- Perform final Quality Assurance/Quality Check of EHS-related documentation, this can include, but is not limited to, local/state/federal permit applications, local/state/federal reporting documentation, incident reporting, training program materials, and facility policies and procedures
- Designs or participates in revision of Compliance Programs / special projects across the entire breadth of the Compliance Department. These include Hospital Compliance, Research Compliance, Network, HIPAA / Security, Billing / Coding and span all MSMC affiliates, Network locations, Real Estate, Manhattan & Queens campuses.
- Joint Commission Environment of Care – Manage the Hazardous Materials and Waste Management Plan. Participate in monthly Safety Committee meetings, clinical rounding, triennia survey preparation and staffing of the Incident Command Center
- Supervision and mentoring of junior EH&S staff members, as assigned.
- Other duties or projects as assigned.
Minimum Education
(HS/GED; specialized training; degree and discipline)
BA/BS and/or an equivalent combination of education/work experience in the environmental health sciences or a related health and safety field.
Minimum Related Experience
(e.g. 1 year in research environment)
5-10 years EH&S program management in a healthcare setting
5 years in the shipment of DOT/IATA ‘dangerous goods’; with a thorough understanding of current shipping regulations.
